Vietnam’s Ministry of Culture, Sports and Tourism proposed a 3-phase roadmap to reopen international tourism from November 2021. Deputy Prime Minister Vu Duc Dam requested that it’s urgent but safety must be ensured.

The proposed roadmap of the Ministry of Culture, Sports and Tourism includes 3 phases:

Phase 1: from November 2021, piloting to welcome tourists joining package tours to five provinces of Kien Giang, Khanh Hoa, Quang Nam, Da Nang and Quang Ninh. The plan must specify the destinations, tourist attractions, and resorts in detail.

Phase 2: from January 2022, in addition to the above 5 localities, other localities can register to welcome international arrivals in accordance with their vaccine strategy and epidemic control situation. If some localities are fully qualified and ready to participate in phase 2 before January 2022, the Ministry will consider and decide.

Phase 3: from the second quarter of 2022, Vietnam will fully reopen to international tourists on the condition that the epidemic prevention and control plans are ensured as prescribed.

For phase 1, tourists who have finished the tour at the first destination within 7 days and want to visit other destinations must undergo tests according to regulations of the Ministry of Health.

For phase 3, the full opening of the tourism sector should be based on the epidemic situation, after reviewing the implementation of phases 1 and 2.

Deputy Prime Minister Vu Duc Dam requested: “Foreign tourists entering Vietnam must be safe in terms of infection, fully vaccinated, or have recovered within 6 months, and be fully tested according to the regulations of the Ministry of Health.”

The Ministry of Health will specify the time, method, and type of testing for international tourists as well as training for staff at hotels and resorts to guide and supervise guests to self-test.

Recently, Vietnam has also temporarily recognized the certificates of vaccination of 72 countries and territories.
